The AMSF-driven hiring landscape

Monaco has been under FATF increased monitoring, commonly known as the grey list, since June 2024. As of the FATF's June 2026 plenary, the Principality remains listed, though FATF has made an initial determination that Monaco has substantially completed its action plan and now warrants a confirming on-site assessment. The AMSF, which replaced SICCFIN in 2023 as an independent authority with expanded powers, has driven a sustained increase in compliance hiring across every major bank in the Principality.

Over the last two years, hiring demand has concentrated on:

• Senior Compliance Officers with direct AMSF filing experience in AML/CFT, sanctions and regulatory reporting
• Compliance profiles combining FATCA/CRS ownership with market abuse surveillance experience
• Senior RMs with genuinely portable books and multilingual coverage spanning traditional European wealth and a growing Gulf and Middle East segment
• Bankers comfortable with Monaco's longer, more thorough onboarding process, a reflection of compliance review depth rather than a slower-moving market

Seventeen banks currently operate in Monaco, down from twenty four a decade ago. The six largest institutions hold roughly three quarters of total banking assets, and more than 99 percent of the market is foreign owned, a structure that rewards candidates who can operate credibly across cross-border, multi-jurisdictional relationships.
